REVENUE AND EXPENDITURE ON COMMONWEALTH GAMES

The quantum of revenue likely to be generated during the Commonwealth Games till December 2010 is expected to be of Rs. 1708.00 Crore from (i) International / Domestic Broadcasting : Rs. 298.70 Crore; (ii) Sponsorship : Rs. 960.00 Crore; (iii) Ticketing : Rs. 100.00 Crore; (iv) Licensed Merchandise : Rs. 50.00 Crore; and (v) Donations : Rs. 300.00 Crore. The CG Organizing Committee is likely to offset the entire projected expenditure of Rs. 1620.00 Cr on the conduct of Games through the collection of above revenue.  The Government has guaranteed to meet the shortfall between revenue generation and expenditure, if any, of CG Organizing Committee.

ECONOMIC SURVEY 2009-10

India’s share in world merchandise exports after remaining unchanged at 1.1% between 2007 and 2008,  reached 1.2% in 2009 (Jan-June) mainly due to the relatively greater fall in world export growth than India. The outlook for India’s trade sector in 2010 has brightened with prospects of recovery in world output and trade volumes.  The World Bank has forecast real GDP growth rates of 2.7% and 7.5% for the world and India respectively for 2010 and growth in world trade volume of 4.3% and 6.2% in 2010 and 2011 respectively.  The International Monetary Fund (IMF) has projected growth of 3.9% and 7.7% for the world andIndia respectively.  The world trade volume growth projections are also higher at 5.8% and 6.3% in 2010 and 2011 respectively.  This is a remarkable improvement compared to the fall in world trade volumes by 12.3% in 2009.

Economic Survey 2009-10

Core industries and infrastructure services, led by the robust growth momentum of telecom services and spread across power, coal and other infrastructure like ports, civil aviation and roads have shown signs of recovery with the pick-up in overall industrial growth, and easing of supply bottlenecks in certain sectors along with recovery of demand in others. The Economic Survey 2009-10 tabled in Parliament today mentions that core industries like power, coal and other infrastructure like ports and roads are also reviving. Available evidence points to a steady revival of flow of investible resources.

The recovery in the industrial sector is clearly discernible as corroborated by both the data on national accounts and the index of industrial production (IIP). The downward trend observed in the rate of growth of the IIP that spanned almost eight quarters (beginning the first quarter of 2007-08 and continuing through to the last quarter of 2008-09) stands reversed as gleaned from the latest data for the current fiscal. After reaching a trough of 0.6% during the second half of 2008-09, growth in the IIP revived to a level of 7.7% during April-November 2009-10.

ECONOMIC SURVEY 2009-10

The Economic Survey for 2009-10 states that the ultimate objective of development planning is human development or increased social welfare and well being of the people of a nation. This survey points out that as per the UNDP Human Development Report, 2009, the Human Development Index(HDI) for India in 2007 was 0.612, with improvement in HDI for India being better than for most comparable countries. This survey goes on to state that while the trend indicating improvement in HDI is heartening, there is no room for complacency, as India is still in the medium Human Development category.

Telephone subscriber base reaches 581.81 Million

The number of telephone subscribers in India increased to 581.81 Million at the end of January-2010 from 562.21 Million in December-09, thereby registering a growth rate of 3.49%.

There will be no increase in the passenger fares of any class or category of trains.  Freight tariffs will also remain the same for 2010-11.  Service charges for e-tickets and freight charges for food-grains will be reduced. The move to drop 190 plants from the protection of  the Biological Diversity Act 2002 subverts the Act’s  objective of conservation of biological diversity, sustainable use of its components, and fair and equitable sharing of the benefits arising out of utilisation of genetic resources. This also seriously compromises India’s sovereign rights over the biological resources of the country, guaranteed under the United Nations Convention on Biological Diversity, that are meant to be protected by the Act by restricting intellectual property rights for any invention based on biological resources obtained from India.

Prime Minister Manmohan Singh and Finance Minister Pranab Mukherjee seem all set to introduce the new nutrient-based subsidy (NBS) policy for fertilizer pricing in the Union Budget to be presented on February 26. The move has generated controversy with the Left parties attacking it as anti-farmer and even parties within the United Progressive Alliance government such as the Dravida Munnetra Kazhagam expressing reservations about the impact of the new policy on the farm gate price for fertilizers.

E- GOVERNANCE IN PANCHAYATS

Ministry of Panchayati Raj has formulated a new Centrally sponsored scheme for e- governance in Panchayati Raj Institutions . Under this scheme, Village and Block Panchayats will be provided computers and related hardware and software. It has been proposed that States/ UTs would implement the e-PRI projects on a service procurement model. The States/UTs will select the Service Centre Agencies (SCA) for procurement of specified services through competitive bidding process. The SCA will be responsible for providing required services which will include IT infrastructure setup, arrangement for connectivity and consumables, etc. as per agreed Service Levels.
