The centrally sponsored scheme Rashtriya Madhyamik Shiksha Abhiyan
(RMSA) launched in March, 2009, inter-alia, envisages setting up of new secondary schools in deficit areas and strengthening of infrastructure in existing Government secondary schools. Rs.20.120 crore has been allocated for the scheme during 11th Plan. The budget provision (revised estimate) for 2009-10 is Rs. 550 crore. No predetermined state wise allocation is made, and central assistance to State Governments is based on appraisal of their annual plan proposals.

A telecom subscriber base of 600 million by the end of Plan period has been envisaged as per the 11th Plan (2007-2012). The wireless telephone connections are 545.05 million as on 31.1.2010. The wireless telephones connections have increased at the average rate of 56.75% per annum during the last 3 years i.e. from 31.3.2006 to 31.3.2009. As per the projections, the mobile segment market in India is expected to touch one billion by 2015.

The Planning Commission estimates the incidence of poverty at national level and state level from large sample survey on Household consumer expenditure conducted by National Sample Survey Organisation (NSSO). The State-wise and UT-wise tribal population living below poverty line and above poverty line estimated by the Planning Commission based on NSS 2004-2005 survey data are given at Annexure-II & III.
