Italy has 559 police officers for every 1,00,000 citizens; Bihar has 60, Orissa 97, Chhattisgarh 128 and Jharkhand 136.
Chhattisgarh has 1,067 government employees per 1,00,000 population; Bihar, a pathetic 472.
Normally there is a popular perception that India has more government employees and more police men. Such a perception is being strengthened by policies like down sizing, staff rationalization, ban on recruitment, etc. The reformists often equate lean government with smart government. But, the international comparison reveal altogether a contrary picture. The following statistics are self illuminating.
According to the Institute for Conflict Management U.S., has 889 federal employees, and 6,314 state and local employees for every 1,00,000 citizens. India’s Union government has 295 — and if one excludes railway employees, 171. Chhattisgarh has 1,067 government employees per 1,00,000 population; Bihar, a pathetic 472.
Italy has 559 police officers for every 1,00,000 citizens; Bihar has 60, Orissa 97, Chhattisgarh 128 and Jharkhand 136.

Thanks for bringing out such good topics, which otherwise may have not thought by anyone.
In this article I would like to add some points which are some of the causes for people not preferring Govt. jobs (subjected mainly to south)
1. Low salary – In South India people are more inclined towards IT-BT where they get good salary compared to Govt. employees.
2. Work Environment – Private sectors provide good, clean work environment which Govt. offices lack. In some rural areas there are no buildings at all for Govt. offices (forget about infrastructure).
3. Health care – Private companies are mostly situated in urban or semi urban areas where there is immediate availability of health care (clinics etc). It is not so in rural areas.
4. Pressure and Interferences – In Govt. everything is controlled by Illiterate ministers(in most cases) who interfere in almost every matter which de motivates employees.
5. Frequent transfers – There is no stability in life. Every three years Govt. employees have to shift their home along with family. Less scope for the other spouse to work.
6. Corruption – This in one thing that is the cause for almost all the wrong goings in the country. Here also for selection, transfers, promotion etc you have to bribe either seniors or the ones who think themselves as God.
