STUDY ON FLOOD SECTOR

Indian Institute of Public Administration (IIPA) has submitted the performance evaluation studies of Flood Sector Schemes. IIPA was entrusted with the ‘Evaluation Studies’ of the flood related schemes implemented by the Ministry of Water Resources during X Plan. IIPA has submitted its Final Report in November’ 2009.

The report covers the following areas :

(i)         Flood Forecasting Network of Central Water Commission on the major rivers in India.

(ii)         Evaluation of Drainage Improvement Works carried out in ‘Mokama Tal area in Bihar’, and ‘Orissa Coast Canal’ in Bhograi and Jaleswar blocks of Balasore district in Orissa.

(iii)        River Erosion Projects namely; Ayodhya Billvarighat embankment on river Ghagra in Uttar Pradesh; Hobert    embankment   on River Rapti in Uttar Pradesh;

Saran Embankment in Bihar; Dhamaun on river Ganga in Bihar; Madhugari in West Bengal; Sankopara & Khodabandapur in West Bengal; Nagaghuli – Maijan on river Brahmaputra in Assam; Namdang in Assam; Dainigaon on river Brahmaputra in Assam; Palasbari to Gumi on river Brahmaputra in Assam.

(iv)        Coastal Erosion Project viz., construction of Groyne at Periyathalai Village in Thoothukhdi District, Tamil Nadu, and construction of a 1680 m long Sea Wall in Thrissur District, Kerala.

(v)        Survey & Investigation of Water Resources Projects, namely, Teesta Hydro Electric Project, Rangit Hydro Electric Project and Manas Teesta Link Canal.

(vi)        Construction of CWC office buildings at Varanasi and Kolkata.

The Final Report of IIPA has been circulated to concerned Organizations under the Ministry of Water Resources for appropriate action and for future planning.

The  flood sector schemes are formulated to provide a reasonable degree of protection against floods by structural and non-structural measures to mitigate the recurring havoc caused by them. As per the data furnished by the State Governments, an area of 18.22 million ha. has been provided with reasonable degree of flood protection through various structural/ non-structural measures by the end of X Plan.
